الإعلان الذي أُقر في الاجتماع، الإجراءات ذات الأولوية الأساسية لتحقيق انتعاش التعليم في الأشهر الخمسة عشر المقبلة

اتخاذ جميع التدابير اللازمة لإعادة فتح المدارس بأمان وبطريقة تشمل الجميع.
دعم جميع المعلمين بصفتهم يعملون في الميدان، وإيلاء عناية أكبر لتدريبهم وتطورهم المهني.
الاستثمار في تنمية المهارات الاجتماعية والعاطفية بغية اكتساب الكفاءات اللازمة لإيجاد عمل جديد.
تقليص الفجوة الرقمية التي تسببت في استبعاد ثلث طلاب العالم من التعليم.
ويقتضي تطبيق هذه الإجراءات ذات الأولوية على الأقل حماية الميزانيات المخصصة للتعليم، وذلك في حال عدم زيادتها.
وقد صرّحت الحكومات والشركاء ضمن الإعلان بالتزامها بما يلي:
المحافظة على مقدار الإنفاق الحكومي على التعليم أو زيادته ليبلغ على الأقل نسبة 4-6% من إجمالي الناتج المحلي، و/أو 15-20% من الإنفاق العام.
ضمان أن تدعم الحزم التحفيزية التدابير التي من شأنها التخفيف من الخسائر في التعلّم وإعادة أشد الفئات ضعفاً إلى المدرسة.
زيادة حجم المعونة الدولية وإمكانية تقديره وفعالية هذه المعونة.
كما دعا الإعلان إلى توجيه المعونة إلى البلدان والشعوب الأحوج إليها، بما فيهم الفئات التي لا تصل إليها البرامج الحكومية.
ويدين هذا الإعلان أيضاً الاعتداءات التي ارتُكبت مؤخراً بحق معلمين وطلاب ومدارس، ويؤكد مجدداً دور التعليم والمعلمين.
وقال الرئيس أوهورو كينياتا، إنّ كينيا قامت "بتخصيص حصة كبيرة من حزمتنا التحفيزية الاقتصادية للتعليم".
وقال رئيس الوزراء الإسباني، بيدرو سانشيز، إنّ "تحديث نظامنا التعليمي هو أولوية بالنسبة إلى هذه الحكومة"، وإنّ "التعليم والتطوير المهني قد يتحولان إلى سياسة مستعرضة تشترك فيها جميع وزارات الحكومة".
وأكد رئيس كولومبيا، إيفان دوق ماركيز، أنّ الجائحة بيّنت أنّ التعليم هو أهم أداة للسياسة العامة من أجل إحداث تحول في المجتمعات.
وصرّحت المبعوثة الخاصة لمفوضية الأمم المتحدة السامية لشؤون اللاجئين، أنجيلينا جولي، التي دعمت تحالف اليونسكو العالمي للتعليم، قائلة: "تواجه جميع البلدان ضغوطاً هائلة، بيد أنّ محاولة موازنة الحسابات على حساب الإنفاق على التعليم، ستأتي حتماً بنتائج عكسية، ولا يمكن إيجاد مبرر أخلاقي لها".
وقد اعترف العديد من المشاركين في مداخلاتهم، بدور اليونسكو في تحسين تنسيق التعليم على الصعيد العالمي بغية الإسراع في إحراز تقدم نحو تحقيق الهدف 4 من أهداف التنمية المستدامة؛ متقاطعين بذلك مع الإعلان الذي طلب من المنظمة النظر في الاستراتيجيات الرامية إلى تحقيق الانتعاش والإسراع في إحراز التقدم، واقتراح استراتيجيات أيضاً، وتعزيز اللجنة التوجيهية المعنية بهدف التنمية المستدامة الخاص بالتعليم حتى عام 2030، حتى تتمكن من توجيه التعاون العالمي في مجال التعليم وتنسيقه.
ودعت مجموعة من المنظمات العالمية، إبّان انعقاد الاجتماع العالمي للتعليم اليوم، إلى الاستثمار العاجل في التعليم من أجل الحيلولة دون وقوع كارثة تطال جيلاً بأكمله. ووضعت حملة "أنقذوا مستقبلنا"، وهي حركة تضمّ أكبر الجهات المتعددة الأطراف المعنية بالتعليم بالشراكة مع ما يزيد على 600 منظمة من منظمات المجتمع المدني، ومنظمات البحوث والمؤسسات ووسائل الإعلام والشباب والمؤثرين على شبكات التواصل الاجتماعي، في الكتاب الأبيض المشترك الذي أصدرته، خارطة طريق مستندة إلى البيّنات مقترنة بتوصيات عملية للحكومات من أجل إعادة بناء نظمها التعليمية بصورة أفضل.

In the declaration, governments and partners have declared their commitment to:
Maintaining or increasing government spending on education to at least 4-6% of GDP, and / or 15-20% of public spending.
Ensure that incentive packages support measures to mitigate learning losses and return the most vulnerable to school.
Increase the volume of international aid, its estimation and the effectiveness of this aid.
The declaration also called for directing aid to the countries and peoples in need, including those that are not reached by government programs.

President Uhuru Kenyatta said Kenya has "devoted a significant portion of our economic stimulus package to education".

Colombia's President, Ivan Duke of Marquez, emphasized that the pandemic has demonstrated that education is the most important tool of public policy for transforming societies.
