وستبدأ مسابقة التصميم الدولية لهذا المشروع في تشرين الثاني/نوفمبر 2020 وستستقطب طلبات من مجموعة واسعة من المهندسين المعماريين أو فِرق المهندسين المعماريين والمهندسين من جميع أنحاء العالم لتقديم مقترح تصميم لإعادة إعمار وتأهيل مجمع جامع النوري.
تشتهر مدينة الموصل - التي تعني اسمها "موضع الوصل" - بكونها واحدة من أعرق المدن في العالم. وهي الآن في عملية التعافي التي عرضت الصراع عام 2014.
وفي إطار مبادرة "إحياء روح الموصل" ، التزمت وزارة الثقافة و وزارة الثقافة العراقية وديوان الوقف السني العراقي ، بدعم ماليّ سخيّ من دولة الإمارات العربية المتحدة ، بإعادة إعمار وتأهيل مجمع جامع النوري في الموصل. وتكتسي إعادة إعمار هذا المعلم الهام في المدينة ، لتكون بذلك الخطوة الأولى نحو تحقيق التماسك الاجتماعي وتحقيق النجاح الاجتماعي في العراق في مرحلة ما بعد الصراع. وباء الحال ، لا تعدّ المواقع والآثار التاريخية مجرّد أداة علمية لاكتساب المعرفة ، بل تجسّد أيضاً رمزاً قوياً لمفهوم الانتماء والمجتمع والهوية. إذا كانت تأهيلك تم تأهيل هذه المواقع ، فستكون هناك فرصة أمام استعادة ذاكرة "أكالي الموصل" التي كانت في يوم من الأيام في أيام من حدث في مدينة ناشئة ومفعمة بالحيوية.
